I got the idea for this Plug-in from
Rubber Stamp Smudge Effect question.
You can select font, change top/bottom/middle text.
It'll apply the distressed look on it too.

Plug-in Menu Location:
Python-Fu/Create New/Rubber Stamp...
Instructions:
Have an image with layer opened (doesn't matter which image, not used).
Run plug-in (Python-Fu/Create New/Rubber Stamp...
).
Select the attached distressed.png as first input, Select font, and change text as desired, then OK to run plug-in.
That's it, you'll get a stamp which you can copy to clipboard to use as Clipboard Mask brush (2nd brush next to Clipboard Image brush).

Please try version 2.
version 1 merges with white background so that you could easily use Clipboard Mask (instead of Clipboard Image) after copying so that you can change color and start stamping, when using Clipboard mask it automatically makes the white pixel transparent.

Just added option invert stamp so that you can have a solid fill with transparent text Stamp.
See version 3.

There's room for improvement with the distress.png to be used as layer-mask for stamp distress effect.
If you have a better .png image (1000x1000px) to be used as distress image, please share (Thanks in advance!).
version 4 has option to leave mask unapplied so you can test out your own mask and share the good ones.
